The FDA says the measure would give addicted users “the choice and ability to quit more easily.”

The agency estimates that mandating that cigarettes contain minimally or non-addictive levels of nicotine would prevent more than 33 million people,

primarily youth and young adults,

from becoming regular smokers by the end of the century.

The pressure is on for Altria Group Inc.’s new chief executive officer to lower his company’s dependence on cigarettes.

Altria, which sells brands like Marlboro in the U.S. market, provided a new full-year forecast range that fell short of some analysts’ estimates after revenue and shipments of cigarettes declined last quarter. The shares dropped as much as 3.6 percent in New York on Thursday.

Since Chief Executive Officer Howard Willard took the helm in May, Altria has revised its management structure and created a new division for non-combustible products. While high-tech, smokeless gadgets are still only a small portion of sales, Altria and its sister company Philip Morris International Inc. see the products as crucial to the future as cigarette smoking rates decline.
